He is being held on $25,000 cash or surety bond.
When Evans arrived at roughly 7 p.m., he immediately began drinking. Shortly later, Evans suggested they go to a liquor store and buy more alcohol. The alleged victim and her roommate each had about one-half glass of a mixed drink while Evans had about seven full cups of liquor, the affidavit states.
At some point, Evans and the alleged victim’s roommate began having consensual sex but stopped after getting into an argument. The alleged victim’s roommate went to bed but told Evans he could sleep on the couch because he was too drunk to drive home.
Evans went into the alleged victim’s room. She told police she let Evans sleep in her bed because she felt sorry for him and he had no other place to sleep. Evans stripped down to his underwear but the alleged victim kept her pants on, according to the affidavit.
The alleged victim fell asleep and woke up at about 11:30 p.m. She told police that her pants and underwear were off and piled up near the door of the bedroom. She told her roommate that she thought Evans had assaulted her because she woke up nude from the waist down, despite having gone to sleep wearing pants, according to charging documents.
Police arrived shortly thereafter.
A police detective collected DNA from Evans’s clothing and his genitals. A Casper police sergeant arranged for the alleged victim to be taken to Wyoming Medical Center where she underwent a sexual assault examination.
Detectives contacted Evans at his job and took him to the Casper Police Department for an interview. However, Evans’s attorney advised him against speaking with police.
He was then arrested and taken to the Natrona County Detention Center.
